Holmes County Commission to schedule public workshop on Lake Cassidy project

Holmes County commissioners have agreed to schedule a public workshop to gather additional input on the future of a property at Lake Cassidy, following ongoing discussions about potential access plans and fee structures.

During a regular meeting Tuesday, the board reviewed several proposed options for public use of the site, including an initial plan to issue 150 annual permits using key fobs and decals to grant access through a secured gate. Under that proposal, Florida residents would pay $140 per year, while out-of-state users would be charged $500.

Commissioners are now considering an alternative fee structure that includes a $5 day pass for Holmes County residents and a $100 annual pass for out-of-state visitors.

Commissioner Wilmer Stafford expressed interest in moving forward with the project and suggested eliminating the need for any additional public workshops. “Nothing is going to change,” Stafford said. “I’m ready to move forward with this project and see what it holds for us in the future. I know we got some against, but… I’m just ready to move forward, put it behind us and let this go forward.”

Following his comments, two residents and local business owners addressed the board to express the importance of allowing the public to speak. They also emphasized the need for clarity regarding the county’s vision and long-term plan for the property.

In response, County Attorney Nathan Nolan stated there was no legal necessity to hold another public workshop. However, he acknowledged public concerns regarding park operations and funding. “Their budget concerns, and it takes money to run a park,” Nolan said. “And when there’s that many people coming in there. So, just trying to make sure all voices are heard. And the purpose of a workshop is allowing citizens to come and voice their concerns.”

Despite differing views on the necessity of another workshop, commissioners ultimately agreed to schedule one. In the meantime, signage will be installed at Lake Cassidy to inform visitors of park hours and safety guidelines.

A date for the public workshop has not yet been announced.
