Holmes County leaders meet with lawmakers to push for critical funding

Rep. Shane Abbott and Sen. Jay Trumbull listen to local leaders during a legislative priorities meeting held Tuesday morning at the Holmes County Board of County Commissioners chambers in Bonifay. The discussion focused on funding needs for emergency response, education infrastructure, and other critical county projects.

The Holmes County Board of County Commissioners met Tuesday with State Representative Shane Abbott and State Senator Jay Trumbull to present the county’s top legislative priorities ahead of the upcoming session, focusing on urgent needs in emergency response, public safety, and education infrastructure.

With two commissioners in attendance, Commissioner Mitch Johnson outlined the county’s request for state support to purchase new emergency vehicles and essential equipment to strengthen disaster response. Johnson said the county’s recent experience with severe weather revealed serious gaps in resources.

“Earlier this year when tornadoes devastated our county, we saw firsthand the limitations of our current capabilities,” stated Johnson. “Without adequate equipment our response was slowed for debris removal and skid steers and emergency generators are not luxuries, they are necessities.”

County Project Director David Corbin echoed the call for support. “When a major storm comes through, our people need help. And that’s what we’re here for, to help the people,” stated Corbin.

Johnson also urged lawmakers to provide additional funding to complete the county jail expansion, which was started with $1 million in state funding awarded last year. “This funding will give Sheriff John Tate a better chance to reach men and women so they have a better opportunity to reenter society as contributing members of our community,” stated Johnson.

Education needs were another focal point of the discussion. Superintendent Buddy Brown asked Abbott and Trumbull to continue advocating for funding to build a new school in Ponce de Leon, noting Holmes County currently ranks as the top priority in the state for the $77 million project.

Brown also appealed for improvements to Bonifay’s historic Memorial Field, pointing to the need for upgraded restrooms and new bleachers. However, Senator Trumbull noted that state funding for the project faces hurdles due to ownership of the facility held by Bonifay Kiwanis Club.

“That is a process that the legislature is not going to give money to a privately held entity. The taxpayer dollars should go to what benefits the public interest. So, unless Holmes County or the school district is able to come up with a way for that to work out, I don’t see us being successful in getting resources for that field just because it’s privately held,” stated Trumbull.

Trumbull also addressed the state’s broader fiscal outlook. “A million dollars in Northwest Florida goes a lot farther than it does in other parts of the state,” he said. “Unfortunately, we often see communities like ours get overlooked. The state economist just released a long-range financial outlook. This upcoming budget year looks good as far as receipts are concerned, but the following years may bring a $5–7 billion shortfall in general revenue if spending trends continue.”
